I think they might be clear versions of the reissue 1/144 models that were scaled down futher and made into trading toy/kits.

No, it's a "puzzle toy" along the lines of the ol' Mechagodzilla. Neither is marked with a manufacturer name, so they could well have come from the same company.

It's made by the incogruously named "US Toys" and is filled with dee-licious irridescent crumpled plastic. They were selling a Neronga with the same schtick. They were 1,890 yen a piece at WonderFest 2007. They don't seem to have a site but are based in Osaka and produce hordes of mini-sized kaiju like this.
