[TAMASHII] Uh, what is it, actually?

So for a little while now, Bandai has been pushing its adult-marketed toys through this "Tamashii" brand and utilized it for conventions, launching new brands like Figuarts...but what is it exactly? Is it really just the umbrella term for adult-marketed toys or is it an actual entity in Bandai's toy department that handles publicity, distribution, and/or design?
